Easier to change agenda for staffmembers working on different location

Right now if you work on different locations in a various schedule, you have to change the agenda per service. (not every week the same on Wednesday or so, but like me, every other week at a location). Then I have to work with special days per service in shiftmanagement. Make sure one location is not open and the other is. So it would be easier if I could change it for all services at once and not per service.
And even better if you find another solution for the agenda, where I can fill in when a staff member is at a certain location. Or when a certain location is open.
