Block a specific user from rebooking

I would like to block a specific list of users from booking specific staff members. Sometimes things don't go well and you may not want the customer to ever book with the staff member again, but you may not necessarily want to tell the customer that. When that happens it is usually best to be able to allow the customer to still login and still book other staff members but block them from booking any new appointments with the particular staff member. The staff member's availability should just look like their is no availability.
